About Us

Initiative 11 is a coalition of civil society organizations represented by the Media Law Institute, Anti-Corruption Action Centre, Center UA, Ukrainian League of Lawyers for Corruption Combating and Blueprint for Free Speech. Our main focus is to launch a public discussion about whistleblower protection in Ukraine. We invite you to join a public discussion on improving protection for whistleblowers in Ukraine. We especially encourage views and analysis from Ukrainian and international experts, journalists and government representatives. We want to provoke public debate and discussion in answer to the following questions:

  • How will public interest disclosures contribute to government transparency and accountability?
  • What is the public attitude to whistleblowers in Ukraine?
  • What are the best ways of protecting whistleblowers in Ukraine?
  • Which international whistleblower protection practices could be useful for Ukraine?
  • How can people be encouraged to blow the whistle on wrongdoing and make public interest disclosures?

We look forward to hearing from you about what you think the answers might be to these questions, and ways to improve protections for those who reveal corruption and wrongdoing in Ukraine.


Ukraine adopted the law ‘On Access to Public Information’ in 2011, following joint efforts of human rights activists, journalists, and forward-looking MPs. For the first time, this law opened the door to the possibility for whistleblowers to be protected. Yet, the relevant provision of the Law in (Article 11) was not comprehensive. While it was an important first step, it failed to protect whistleblowers properly. As a result, we decided to form a coalition and to call it by that very name – Initiative 11 – after the part of the Public Information law that was the first small step toward our larger goal. Our focus is to design an effective mechanism for whistleblower protection that will result in improvements to all aspect of political and social life by encouraging freedom of expression, promoting transparency in government and the prevention of corruption in Ukraine.
